Demands of the European Trades Union Confederation (ETUC)

EFFAT is the European umbrella organisation of trade unions in the food industry, agriculture and tourism.

EFJ stands for the European Federation of Journalists.

3. Employers organisations

The European Federation of Employers in the metal-industy (WEM) does not believe that a revison of the the Directive is necessary. The organisation even claims to speak on behalf of the employees: The workers would not be interested in a new Directive. WEM Statement

The German Employers Association BDA also rejects the revision process as the EU enlargement would need be evaluated first.

4. European Parliament

The Ecomic and Social Committee of the European Parliament issued a report on the functioning of European works Councils in September 2003 in which it supports a revision of the EWC Directive. In the annex of the documents a number of important court decisions in connection with EWC´s are summarized.

5. Conferences

At the end of 2002 a big conference of the social partners together with the EU Commission took place in Aarhus/Denmark where a number of case studies were analysed.

Another conference was held in Summer 2004 in Barcelona where the ETUC presented a documentation on the revision process.

6. Seminars of the Social Partners

Two seminars covering 8 cases studies were held in autumn 2004 by the European socila partner together with the EU commission to evaluate the work of the European Works Councils. Based on this analysis the social partner shall refelct their position with regards to the revision. A short report on the seminars was published in March 2005.
